Hey Buddy I'm growing outdoors too (My first grow!). I'm starting to get that too.
However, I think what we both have is NOT mildew, but rather spider mites. My lady is in week 8 of veg and I have found/killed several nearby spide rmites during its life (Bad part about outdoor grows). Through research, I did find that spider mites do leave these white spots. The white "spots" are not as severe as the disastrous powdery mildew as in pictures online, also since we have white "spots" or "dots" rather than larger "patches", but we should still watch for spread just in case. In my lower leaves, there is one or two "holes" where spidermites had totally eaten through the entire leaf in the plant's early life, probably since the leaves were much thinner and smaller back then. The holes are about the same size as our white dots that we have. I might see a hole as well in your lower leaf in the picture, unless that is just another white spot in the sunlight. But yeah, I believe that it might be from spider mites, but that's just my opinion.
I'll stay tuned Keep me informed since we both have the same problem. Thanks. Hope this gave some info on another possible cause to the white dots.
