Yes man, they can definitely be used to grow. Tip: Concentrate your light so that you will get the most out of those CFL. Use a reflector and mount them horizontally for maximum output. I grew this bud using ONE 65w 2700K CFL earlier this year. 12/12 from seed. Hope this helps I used a home-made reflector (a 1$ aluminum turkey pan) and mounted the light horizontally inside my small bathroom cabinet without a fan or anything else. I used vinegar & baking soda a few times during flowering to create Co2. Plants were healthy from start to finish, and were overcrowded by harvest time. Alas, as you can see, it is possible to grow decent bud under CFL's.
