I have only ever used bagseed because I am new and don't feel like blowing money on good genetics for subpar results due to user error my first few grows, I don't see a reason why you can't, once you get a good feel for it, go ahead and grab some better genetics but it's all up to you ultimately.

Most growers started with bag seeds and then moved on to catalogs or the back pages of High Times for their seeds.
Just get some inexpensive seeds and get to growing. And read some gardening books. When you finish, read some more.
There's a wealth of knowledge on the grow forums too.

Check out the suggestions above and the seedbank review threads.

As for cheap seeds to practice on, I'm also going to explore am ideal medium that works best for my map coordinates, I have no idea what to buy for indoor, although I am intrigued, (not discouraged so I'm following a calendar about my ideal zone for outdoor. I might've missed the boat and it's too late, but at least I can practice for next season.
So my point is, should I be using autoflowrt or feminized or crapshoot and pull males? Can you get inexpensive auto flower? What about for hydroponic? I'm so into this as a hobby and personal use make edibles and smoke my higher grade. There'such to know! It's so satisfying when any plant grows.
If you were close by I have over 5000 seeds you could experiment with1A72C49E-6B95-4FFE-B715-9E049986879B.jpeg

This is what happens if you leave a male in with three females. I have literally hand picked every seed from every bud. Weighed them which is around 50 seeds per gram and then weighed the total to come up with the number of seeds to have
