New York (CNN) -- On a busy Friday morning in Manhattan, nine pedestrians suffered bullet or fragment wounds after police unleashed a hail of gunfire at a man wielding a .45 caliber pistol who had just killed a former co-worker.
The officers unloaded 16 rounds in the shadow of the Empire State Building at a disgruntled former apparel designer, killing him after he engaged in a gunbattle with police, authorities said.
Three passersby sustained direct gunshot wounds, while the remaining six were hit by fragments, according to New York Police Commissioner Ray Kelly. All injuries were caused by police, he said Saturday.

If there is a loud noise and the target staggers, any reasonable gunner will immediately reassess. Part of the calculus is "who or what is behind the target?" I'm not sure, but I figure that there will be a cominations of zealots, fear, and heroics - everyone has seen the shootemup movies and might just want to get in on the action. There are a lot of people who thirst for the chance to use their weapon in a real life situation - we talk about them fairly frequently here in RUI/Politics - you know, the ones who peek out the front window hoping for those jackboots marching in file and bursting doors open in order to take their guns - those folk.

And of course there is the heat and confusion of the moment. No one can be coordinated even as much as the NYC police were supposed to have been. I figure if the shooter isn't brought down with the first vigilante bullet, a hail of them might follow.
