The cord from the ballast to the bulb plays a part. It acts like an antenna. Shielded cable or twisted conductors help minimize RF transmission.
I am an amateur radio operator. I can turn on my 10 meter rig and drive around the hood and point out the houses that possibly have grow lights running! My Apollo 600 ballast is terrible about interference. My Thunder 600 ballast is not so bad. I cannot hear anyone on my radio when my lights are on if I am in my driveway, pull out of the driveway and park in front of the next house and the static reduces drastically. move to the next house and it is gone. How are they able to tell where the interference is coming from and know it is coming from your house?
