Are my clones over watered or under watered?

It's been like 10 days since I took the cuts I soaked the rockwool in ph 5.5 water with a tiny bit of bloom nutes like 1/8th of a dose. Put the cuts straight in cold water and removed some extra fan leaves then I recut it under the water at a 45 degree angle then dipped in rooting gel and placed into the rockwool. I misted them with water and placed the dome over it. The rockwool was getting dry and the leaves looked droopy after a few days so I put a half inch of water in the cloning tray and let it absorb it. I also misted them 2-3 times a day. It absorbed all the water and the clones still look very wilted. Is this normal? Is it over watered? My cloning tray and rockwool is starting to get dry again? What should I do?

Im new to this, but I run a lot of clones off my plants in case I really like a strain, and kept about 1/2'' water in the tray. I bought a cheap seed starter dome with a heat mat and the last clones I done made roots faster and a lot more. Many wilted but I kept them misted and they did fine

What @toesackcharlie says is on the right track.

I'd add some water to the bottom of the tray and let it get nice and muggy in there for a day or two with vents closed
After a couple days they will have perked up and you should slowly start opening the vents and taking off the dome to give them fresh air.

Eventually you will have the vents open completely and will be close to rooted.

This method has worked for me almost every time. I will note that I use rapid rooters suspended above the tray so that they are allowed to dry out slowly.

If you keep the RW soaking wet they will never root.

Hopefully someone with RW experience drops in...
