I elevated them now and replaced the 2 computer fans with a bigger desk fan on med setting for better air circulation

Could be Downy Mildew. Let the medium dry out and keep it elevated. You don't want any type of mildew or mold in your grow, good or bad. The good type should be hiding in the media not munching on top of it. While some things like slime molds are harmless, they are just an indicator of the perfect environment for other, more harmful ones.
Keep media drier, a little warmer, more air flow, water more often but much less amount than currently, and reduce your relative humidity.

It could be the mycos in the soil.
IME white and fuzzy sounds like good soil fungus to me.

impossible to kill the mold it will always be in the plant and area all you can do is control it or exterminate it
It's a little deep but do some reading on composting and soil microbes. There's good stuff in the organic section better than I can explain in a sentence or two.

What ever it was mold mildew Santa's beard its gone now I don't see it on the bottom of my pots since I raised them and used a better fan
