OK, people the magic word is INCREMENTALIS. This proposition is a starting point for the process of legalizing and if this gets passed the liberties can slowly be expanded it will be the first step and you are not going to get a better deal because the goverment can't just say 'this stuff is harmless we have been lying to you for the last few decades' that would be called political suicide sure as hell they won't do it! so any first legalization process needs to start with strict laws for it to have any chance of passing as it keeps the number of opponents to a minimum and is acceptable for the state. Also as more people will get exposed to cannabis especially the kinds that would have never dreamed about contacting a dealer it will loose the stigma attached to it as they notice that it isn't as dangerous as it is made out to be.
do you guys just expect that cannabis that has been under tight control for decades and fueled the drug war would just be considered a normal plant without any preliminary period what so ever?
