That's my germination method, except I usually soak them overnight, instead of 12 hours.Yeah a lot of those heating mats are not thermostatically controlled. just a set voltage through a set resistance to increase the temperature by a certain amount of degrees. usually 10-20f so if your room is 80f your seed mat is cooking at 100f. the temp of the mat is varied by the ambient temperature. I will never buy a heating mat I have a grow room that is always between 75-80f and I just soak the seeds in a cup in a desk drawer until they sink wait 12hr pull them out put them in damp paper towel till they have 1/4'' tails and then they go into the dirt.
