CO2 Regulator Problems

I picked up a CO2 regulator on Amazon, but am finding it impossible to set it low enough for my 24x24” grow tent.

My CO2 monitor reads somewhere in the 400-500ppm range without any supplemental CO2, which sounds pretty normal. With the regulator hooked up to a 20lb tank, even on the very lowest setting to where the regulator “ball” barely moves up I’m getting off the charts CO2 (5000+ ppm) inside the tent.
One time I was able to get it down to 2500ppm, but only after partially turning off at the tank valve, followed by an hour of fiddling around, turning the control dial fractions of a millimeter at a time, checking, adjusting, then checking again. When I tried to dial it in more (I’d like to be somewhere in the 800-1100ppm range) I screwed it all up and it’s back to either off the charts or completely off.
The regulator is specifically sold for my intended purpose, but I’m guessing it’s designed for much larger spaces.

Sooo....I’m thinking of a workaround where I put the solenoid plug into a separate timer from the lights that only turns on for 15mins every hour or two during “daytime”, which would flood the tent with CO2, but then turn off so as not to waste too much. Would having CO2 levels that dramatically rise and then fall be harmful to the plants?

It would be GREAT if I could find a regulator where I set it to the desired ppm and don’t have to fiddle with an analog dial that takes forever to dial in. Not sure if this exists within my budget.
