Instead of making excuses and chasing phantoms it would be much more prudent to figure out (without restrictions) of what is causing the issue. Segregated education does not sound like the correct direction.

If so prove it, show me one study of persecution effects learning ability. SES only supports the fact that the problem is more likely a government created or family created.
