I asked for proof and you've only provided anecdotal evidence with no supporting information.
What was you friend charged with, what evidence is the crown using against him/her? Did they even have valid dg registration with the patient? We're thier plant counts in check? Were they outside their storage and/transfer limits? Were they out and about with some personal cannabis and charged for that?
HEALTH CANADA WILL APPROVE A DG WITHOUT THAT DG HAVING A LICENSE. That is the answer to the question at hand yet you seem to want to infer that by simply becoming a dg you are at risk of being charged or imprisoned. That is not the case from everything I've seen, read, and experienced. Work within the laws and you are fine. Work outside of them and all bets are off.
