Access. You need to be able to have a naked patient to work on as quickly as possible, it's easier for a healthcare worker to suit up then the patient. Ever tried to put clothing on 'dead weight?' How about dead weight that requires you hug it tightly and come into more direct contact with it to put said clothing on. Contact precautions are easier for anyone but the patient to take typically.
That idiot should have been farther back, and a bare minimum of hospital provided long sleeve scrubs, n95, sealed eye protection and a pair of gloves should have been worn if they were moving a patient. It appears they are opening up the aircraft though, no patient yet.
