Its a timer and its old. Some ticking may be normal but don't take my word for it haha. If the housemaid got shocked then it sounds like you may have a short somewhere. Or maybe even a bare wire. The switch looks like it can bypass the timer. The timer is going to tick.Weird too is the light switch to the thing is powered off, yet it is ticking.
The position is showing/saying off on the switch if you look close
It needs the other clamp for it to turn on and off in a 24 hour cycle. Looks like it's laying there. Just be careful putting it on.The timer is set for 5:30 am or near that I believe. So a weird time for “lights to come on”

You are correct and I appreciate the effort. However this is no doubt a timer and very accurate. The real question is what the hell will be turning on tomorrow early morning time.sourgummy, that box in the first image is a standard commercial electric timer. It has a small electric motor that runs continuously to operate the clock mechanism. That is the sound your hearing-it normal and absolutely safe. The contactor is very robust and will switch hi current without failure. As other post noted, the clips that clamp onto the timer ring activate the contactor trip mechanism.
