Hey, good questions. It is a slippery slope trying to take care of our customers the best way we know how. We are always evolving ( in some areas sower than others)
We don't disclose that information for obvious reasons, but if we were losing more than we were getting through, we wouldn't ship to that country.
If Delaware shipments go through the New York customs office, they will have a much higher rate of getting through than if they go through the Chicago office, and that's true for all seed banks.
Even for shipments going through Chicago, stealth shipments have a higher rate of success than non-stealth, and with stealth, we will reship until you get them - or if we can't get them to you at all (like has happened with some countries that we eventually stopped shipping to), we will refund your purchase price.
Many people who get a little nervous about receiving seeds have them shipped to a safe address, but the US only sends you a warning letter with your green-taped package if they seize your order in customs - maybe. Many times, your package just appears to go missing & you don't see anything else update in tracking.
Although I'm sure they're happy enough to intercept cannabis seeds specifically, no seeds of any kind are allowed to be imported into the US unless they meet specific standards and certifications as you can read here under propagative plant material:
