There don't seem to be any high-quality fixtures for smaller spaces. Maybe the Hans panel. Everything else seems to be 5w in reflectors. For small spaces a fixture with 3w mounted on white backboard seems the best choice, but that's all TopLED, Vipar stuff (or rebranded Chinese imports like Blackstar). But, you could investigate Hans. It's 3w in relatively wide-angle reflector. It might not need a lot of distance.
I was going to ask eraserhead (a51) why he hasn't brought a low-intensity light to market. But, now with the Cree "lightbulbs" I linked to, there's probably not a reason to do it. You can buy them for $6-$8. Invest in materials to hang/position them, and you have a fairly plug-and-play system using LEDs which will become more ubiquitous over time. You get far more coverage (angles) than one could from a single fixture.
