You'll want µmols/m^2/sec for your PPFD.

Awesome. They are both good and efficient combos.
The first(8on 2 1400 185's" is probably the best/most practical choice for your space.
But #2 is hard to not do cause the cost gets better per watt to build. But will probably end up dimming it most of the time...but also have the ability to crank it up to 11.
You can't go wrong with either...I know that is not an deciding answer, but it's just hard to pick.
