Basically i have some ' cable ties '

http://www.cabletiesonline.co.uk/

im thinking to make a reflector for my bulbs with some tin foil plates or something, something easy, if i put one of these through the ' oval ' or ' horseshoe ' hooks through the cfl ( the round bit which is hollow, with straight cfl's )

and then attach it to the foil plate then hang it, will the plastic ( being directly onto cfl ) burn in any way?

or is a good idea to put it on?

these foil plates btw ---> http://www.google.co.uk/search?q=foil+plate&um=1&ie=UTF-8&tbm=isch&source=og&sa=N&hl=en&tab=wi&biw=1280&bih=709

i wouldnt use any kind of foil . better to use a white paper plate if any. the foil will unevenly deflect the light, maybe creating hot spots, and burnt leaves. stress!!.

just my thoughts

You realize that those "cable ties" your talking about are actually very popular right? I mean, well.. your in the U.K. I'm guessing? Either way, here in the U.S.A. those 'cable ties' are called 'Zip Ties'... and yes, I personally use them from time to time.. when I can't find anything else that will work, I'll get a few zip-ties and use those because they work great IMO.

Anyhow, I think you'd be alright. I'm using some right now as I sit here and type. Just keep an eye on the bulb/zip-tie for the first few days of usage to make sure its not getting too hot and that its not melting from the heat from the bulb. But again, since your using CFL bulbs.. I don't think you'll have any issues buddy. However, if you start to smell melting plastic.. well, then you know its not going to work.
