How bad can a seed be if it sprouts a tap root, roots itself, pops out of the ground, and starts growing? All things considered in the OP, I say we chalk this one up to grower error. It seems to me that you would want to address the "crappy soil" and "crappy fertilizer" before you begin knocking the "nonviable seeds" that were viable enough to grow into plants.
I have another idea that you might find helpful. What do you think about posting the specs of your grow-op, environmental readings, and a few pictures. With this information, the rest of us can actually help set straight your errors and missteps. Without good information, all we can do is speculate as to who is more inept, you or the seed company.
Another thing. When dealing with these seed companies, it is of the utmost importance that any correspondence be as cordial, amiable, and generally positive as is humanly possible. Chances are you're American and they're Europeans and it really helps to go out on a limb to demonstrate that you've got manners if you'd like them to absorb the cost of and go out on a limb to illegally fire off, across the Atlantic, another package of seeds.
