recommend it for what?
ok for mum's or veg, or if you like small and very fluffy buds? totally crap really, you are a lot better off with CLF's if you want to go that way,

Wait how many lights and what wattages for say five average plants? for cfl durring veg
to veg 5 plants with CFL's you could do it with just 100w if you keeped them real small, but i would want 250w to get them to a good size.

and it does depend on what you plant - regular seeds? - then count on some males
so you're probably talking 2-3 females for which 250w could work
5 females, say from clones or feminized seed, will need more light if you allow them to grow 'au naturale'
good thing about cfl's is that is easy(and not too expensive) to toss more in if things get too big

i did a grow long time ago start to finish with about 180w-200w CFL's for 3 plants, all i can say is slow to grow, an small yield's but it was a nice smoke.
yes you can now get 20w 650ish k, CFL's hear for £1, so very cheap to add more as you need them.
