Has this house ever been in a flood or had water build-up that had to be removed/repaired?
You do have some sort of airborne spore issue that is hard to treat. I suspect it to be a past soaking wet condition that may have gotten into the walls or some other area that's NOT easy to treat.
While it could be borne by insects. I tend to doubt it in this case.
You may have to consider a stand alone outdoor "shed" or garage to move the grow to.
Did you say you still get the problem outdoors?

Indirectly maybe, if its blowing on plants it will rob the co2. never put them in a grow room (with your plants).Can't you use massive doses of ionized air to remediate mold. I always do this to my room between grows thinking that it did.
