Admittedly, I never pay too much attention to what goes on in Puerto Rico....or American Samoa ...or Guam...or the Virgin Islands...etc. I guess I was thinking more of mainland, English-speaking America and not so much the outlying territories.

Some states, I believe, allow employers to pay certain staff including waitpersons less than minimum wage with the expectation that they will make up the lost wages in tips...
