Need some help with bulbs for indoors.

I have 2 light bulbs and I could only use one I'm only growing one plant. Light bulb A reads 26w 120vac 60hz 340mA FLE26HT3/2/ DV/SW. Light bulb B reads 5500k 120v 60Hz 14W 0.230A. Which one do I use? I planted the seed about 2 days ago and I'm trying to sprout it outside with the sun but I want to bring it in after a week after sprouting. I have never grown indoors before but I have grown outside before I used a mixture of 4/5 peat moss and about 1 part miracle grow potting soil those babies turned out huge! That was actually my first time growing and this will be my second I'm using regular miracle grow soil only this time. Second part of this question is will there be a difference in growing using only this type of soil?

i use 5500k bulbs for seedlings, they produce very good results
one 14 watt bulb will not be enough light for long, maybe a week or so and you'll need some more light

What if I put it with lots of foil around it would that help? Or switch to the 26Watt bulb? Also how far away do I place it from the soil or plant? I have been reading around 1 in is that right? Thank you for your help.

foil is better than nothing, i haven't used it, but a white paint type of surface can work well
some use mylar(which you can get from a cheap emergency blanket - $2 or so)
a total of 40w of cfl's is on the lower edge of a micro grow
you'll need to decide on how big a plant you want to determine the total watts

Do you think 40w will be good enough for a 1 foot plant?

you will be pushing the envelope, a 1 foot plant will not happen without training of some kind
for the smallest grows, a LST is tough to beat, plant is tied down when young(gradually), and the plant forms a ring around the edge of the pot
it's possible to position cfl's very close to the leaves and buds this way, but 40w is still very small, even for a LST
