You're acting like there's some unexplained phenomenon that the top scientists in your region are scrambling to explain.
You know they flower @ 12hrs because of millions of indoor grows. You know they flower due to a decreased photoperiod because of millions of outdoor grows. You didn't say if people were starting seeds or moving clones outside but either way you should be able to reason that they'd start to bud.
