These people are only doing it because they can tape it and post it on the web for its shock value. If its illegal, it will happen less. Yes, there are websites which are hosted on servers that are located in other countries... and these vids can find their way to those sites... but it WILL happen less if it were outlawed in the U.S. I don't think we can get rid of it all together... but at least SOME animals will be spared.
