To help someone in the future if they have this problem I have figured out the main source of my problem.
I found a article written on flowering with led lights, and it stated that when using cheaper quality led lights, like the ones I have, there is a must know tip when flowering. You have to add more red light with the setup to help initiate flower. It states that the entisity is there but they are lacking enough red light. After weeks of of 12/12 my plant just kept vegging, I was going to cut it down but figured I would keep it going while I veg the replacement plants. I came across this article and decided what the hell might as well try it, I've done everything else, even replaced the timer!
It has been 7 days since I added some red light to the mix and low behold it went straight into flower! Some yellowing is occurring on a few leaves, probably because I have not giving it any nitrogen for weeks, I figured I would add some to my next feeding. Other than that I'm seeing overnight changes in it and it went from just a few pistils, to every top having flowers forming in that one week.
The trick now is keeping it healthy the rest of the way. I hope this helps some one down the Rd, I now know what I need to do for my next run and I want to thank everyone who helped along the way. It has been depressing the last couple months dealing with it but it's over now and I got some learning cureves out of the way, I share an update again with pics in a few weeks. Thanks again everyone.
