Good points on the different factions of the government ( fed, state, homeland, local, etc ) - you are all correct that they are not working 'with' one another. I am not sure where some of the individuals get their info in respect to the organization that sends the letters to the individuals stating that their package can not be sent - I have ordered Cuban cigars from Canada, Mexico, Switzerland and Australia and out of 10 to 12 packages I have had 3 seized, each time a different organization prompted me with the letter of the issue and no further punishment was taken.
Since they as well are Federally 'illegal' and would fall into the same category of 'police not allowing federally illegal items to be delivered', I call BS on the poster because on 2 of the 3 'letter incidents' I still received my cigars. Only once out of 10-12 orders have I had ONE package detained and I put money on it that since it was a larger order ( got cocky ) that they were smoked by the employees who found them haha! One letter was from customs when I ordered from Switzerland ( confiscated ), another was the sorting facility when ordered from Mexico ( still shipped ) and the last was from Australia and the letter came from my local state police and they still delivered the box, unharmed.
