The gov. subsidizes the living wage for small businesses, corporations earning over a certain amount and employing a certain amount of people (Walmart, McDonalds, GAP, Starbucks, etc.) pay their employees the mandated living wage effectively eliminating the $6.2 billion subsidy paid to Walmart, for example, in social welfare programs.
Every full time working American enjoys a living wage, the economy is stimulated through natural transactions, businesses make more profits, so they hire more employees and grow their business and that's what builds the economy. Personally I think we should employ a team of engineers to rebuild our infrastructure which would create millions more jobs and benefit the country domestically, also helping to re grow the economy.
