An employee "chooses" not to fill out a w4 and also the employer "chooses" to employ the employee anyway.
They've both voluntarily chosen not to bother with a w4. Their choice.
In this above situation what is the eventual outcome with the IRS?

The employer is obliged yearly to present the employee with 3 copies of their W4 to assist them in filing; one for IRS, one for personal records and one for the SS Admin.
