Looks like something skipping across the atmosphere to me. However, it looks too slow for that. .. to me anyways.

I went back and watched it again.. you're right, it is under the cloud line. I can't say I've ever seen anything like it. Aerial cannon fire? Wouldn't you see an aircraft or something?
