stellar advice.........+repI would use the flouro till my third leaves start to form then throw them under the 400w your growth rate will by far out perform flouros. just ease the light from 18-20 inches from the plant down to as close as you can without burning over the course of a week. once you hit the sweet spot where the temp for the plants isnt too high but the light is close enough for awesome growth. you will see magic happen.
All I can think after that is Jay-Z, and they do both make conscious hip hopclick on my signatures and have a laugh.

not enought wattage and it sounds like an incandecent fluro tube you have.
and not a correct cfl with the right colour spectrum.

there are incandesent flouro tubes (no good).
of pure cfls(both have different light spectrums).
the lamp spectrum matters and if i did not i would be better using car headlamps to grow with .
