I'd suggest removing the light while they sprout. Sprouts are pretty delicate, add the light in after they shuck the shell and their cotyledons fully open. I'd also add a humidome over them. Even a piece of saran wrap anything to up the humidity. Although you want to be careful about using a dome and a light because with all the humidity it's easy to cook your babies. So I'd turn the lights off. I have a 2' fluorescent hood and I sit my seeds to germinate on top of my hood (not a big light hood only T5's), it just slightly warms the soil, as soon as they are up and open (roughly 5 days) I put them under fluorescents.

Id suggest getting a cheap hps from home depot or craigslist.if you had a 30 or 70w hps and supplemented it with those cfls you would be good to go. And don't transplant to soon thos cups are gonna. Be big enough untill your at you 3rd nod or so.

Id stay away from using a dome or anything to increase the humidity too much, you want one of those lamps on and very close to the seedling once it pops. If you use a dome or keep the light too far from the new seedling it will cause it to stretch and be all wirey. Make sure your seed doesn't sprout root-up!

3's overkill at that stage, i'd remove at least 1 or two, and when you get some green, add a 2700k in there with 2 6500k's, the added color type will do um good. i'd use a dome too, you can't over humidify at that stage, as long as the ground is loose and moist, they'll thank you for the humidity above as they get started in life, def think if spalling a coat of white in there as well.

I use a dome (small height) and ~80% humidity with T5 two or three inches away. Like Bayou Bud said, your plants will stretch to get closer to the light. You're going to want to keep the light close to avoid having long stems between nodes. I'd stay dark until they've rooted and you see two little green leaves burst through the shell of the seed. Then I'd use one light 24 hours - two to three inches away. Once they get they're second set of nodes, I'd probably add one more bulb and all bulbs when you're around 4 inch.
