The fotop is really nice but not ideal for a 4x2:. Inn order to cover it all you need a bit of extra watts and hanging height which also gives a bit of hotspot. Also it being so large means extra shipping, i dont think you can do this build for 300.
Can you get aluminium cheap locally? In that case id almost rec a bridgelux vesta build. They flower like insane on their warmwhite high cri spectrum.
We have a 4x2 with 12 x 2 foot vestas on hlg240 and its our best tray every flower.
Vestas are cheapish usually less than 10 per, and you can try budget drivers, meanwells elg or lrs range.
For sinking: we use 3M tape with 3mm thick, 60x30mm u-channel and it keeps everything nice, 2 strips per channel.
Vesta also has a cold white spectrum which is jice for veg, against stretch etc.
