I have learned that when everyone else is looking at something and they are telling you to look at it also, the chances are high you should actually be looking everywhere else to see what they want you to overlook.
Just something to think about, especially considering the timing outlined in the OP. I think the term is political maneuvering, and despite it being illegal in its broadest interpretation, it is general practice in US politics.
My guess this ammo thing is nothing, most likely perfectly explainable with only minor ethical issues involved. But if you don't mention it until the right time then blow it totally out of proportion by intentionally providing misleading and generalized information thru mainstream media you can effectively distract the overwhelming majority on the public and benefit from the ruse to further your "questionable" goals. This is the next thing in the political curriculum right after mastering the use of the "rider", and the second leading cause of legislative corruption IMO.
