If they could somehow manage to halve the supply all they'd succeed in doing is tripling the price. Their so-called war on drugs is targeting the wrong thing - supply. It's too easy to grow a plant to have any hope of stopping people from doing that.
If they really want people to stop smoking weed (good luck there) they're not going to succeed by making marijuana vanish. They've got to stop people from wanting to smoke it. You have to stop the demand before there will be any real end to supply.
Of course that's a completely futile goal as well. Even if it were "stabbing yourself in the eye with a ballpoint pen" rather than "smoking weed" (in other words, something exclusively harmful), you can never realistically eliminate the interest in doing it from the population. Somewhere, some idiot is going to get the idea in his head to stab himself in the eye with a ballpoint pen. We can't stop stupidity. (I'm not saying that smoking weed is stupid, obviously, but the people who are against it think it is so the point is valid. If weed were a stupid thing to do we still wouldn't be able to convince everyone to stop.)
