a HPS is good for flowering- and a 12 hour of light and 12 hours of dark is the flowering light cycle

oh my bad, didnt see cfl, you could use a warm color temp cfl bulb (2700K) these are real common

you can flower at any time you really want to, people have flowered almost right from seed and gotten little budlets. do you have a lot of room? and how many lights and of what wattages are you using?

plants can easily double and triple in height(but not necessarily, browse the forums for threads on training plants to be small). but since you don't have a large amount of light, keep em small to begin with.
so given your dimensions in your box- you can figure out when you need to flower.
if you want more wattage in there, which would increase yield- wally world has 42 watt cfl's
