What Else Can Cause A Plant To Not Bloom?

I have six plants in the same area outdoors, but one of them is not blooming. She is my only clone that is from a strain called Lug Nutz Belly. She is starting to grow above my fence line, so I'm going to top her. I understand that some sativas take some time to bloom. She gets the same light exposure as my other plants, but she just doesn't want to bloom. I started to feed her bloom nutrients a month ago when all my other plants were flowering. Maybe I should start feeding her veg nutes and wait until I can see some real flowers. The white stuff on the leaves is diatomaceous earth. I have a little tip burn, but that should not impede flowering.

Is there any root issues or pests that can mess with them that way ? Your light schedule must be ok if the rest are flowering ok

All of my plants are in fabric grow bags. I had some grasshopper damage early this summer, but all of my plants had that. I have seen a feral cat roaming around my yard. Could it be revegging? I had one of the mother's of this same strain flowering under 24hr lights, like an auto. Maybe when i thought it was done revegging, I cloned it and maybe it wasn't done revegging. Longer veg, could make it produce more.
Thank you for asking those questions. Got me thinking about how she got into this situation.

If it's rootbound alot of stuff will flower regardless of photoperiod sweet pink grapefruit does this for example so it's maybe why the mothers bloomed like that root pests won't help either if u got any

Not all plants are the same.
The pic is from this week, some of the girls have been in flower for 3 weeks, others haven't started.
