Would 2 hlg 550’s in 4x4 be overkill?

100 percent overkill i got a 600r in my 4x4 and that is way more then enough

Yes. I have 1 550 in a 4x4. 2 = Way too much.

If you were to mount the lights high enough that they wouldn’t fry the plants would it be better coverage/penetration than a single light down lower?

Also yes. Or dim them. But then it would just be financial overkill unless you already owned them or have enough disposable income to not care.
