Not a good picture, but it looks like leaf hoppers. They are really bad. They suck juice from a spot on the leaf. The spot dies and more often than not the leaf will start browning. They are bad to spread disease.
The best defense is yellow sticky traps and DE on the plant. I spray with the DE. I didn't know you could spray it until this year. Mix 4 tablespoon DE to 1 gallon water. Don't breath the spray. It's at least as bad as the dust.

I wouldn't us neem oil on them. The DE will irritate their little "suckers" and they just leave (sometimes). I watched one once and he stood up on his nose for about half a minute and left without damaging the leaf.
Those things are drawn to the yellow sticky pads.
Ok I have sticky traps coming in the mail today..I just dusted the shit outta my leaves though noticing new leaf miner damage too..fuck man

Ok thanks does that work better cuz I'm tired of putting this dust all on my leaves, has me worried about it blocking photosynthesis cuz some leaves are caked..and I also heard DE is useless when it's wet so are you sure it works?
They jump around when I get my hand near them and fly away

Assuming that's a 8x12 sheet... I'd say Winged Root Aphid ..... as advised, get a good scope, and look at the formation of the thorax, wing length, and determine if you are dealing with Fungus Gnats, or WRA.

I think its a 6x12 sheet but I cut it into a small piece of it like 1/8 of the sheet and just put one on each plant and there doesn't seem to be any damage
If there is a space between your soil and the side of the fabric pot is that a problem? My soil in my fabric pots has kinda molded and stuck together and there is a half inch to an inch space between some the edges of soil and the side of the pot. So basically I can look down in the edge of the pot and see the side of my soil that goes down into the pot.
I know i can fix this by just pushing the soil down around the edges but just wondering if this can cause worse problems when it comes to bugs

You may be dried out a little. I try and only water around the outside to keep it moist. But I’m getting tired of fabric pots.

Pics of the plant would help.
I usually let them dry for 36 to 48 hours after watering but the last 2 days been 90+ degrees days ..my main concern is bugs getting to the side of that soil that there's a gap between the soil and side of fabric pot..no roots are exposed tho so I figure it's about the same as them having access to the top of the soil but I could be wrong.
Will take pics tomorrow to better explain what I mean.
