I mean if you google germinating cannabis or look at the millions of grow journals you would see this is very very very very common.
It happens when either there wasn't even humidity to soften the shell and allow it to fall off easily as the plant produces its baby food (small coly leaves)
It also happens when the seed wasn't buried deep enough and when it rises to the top it doesn't grind up against enough soil for the shell to fall off before it reaches to the top.

Probably feels more heat in that direction or when you watered it, it fell over.
Never water a seedling too much, I just soak the medium prior, that way the roots have a better chance to form, rather than getting soaked and losing traction in the soil.

If you are VERY careful with an exacto knife, you can help split the seed and remove it and also remove the skin that covers the two little cotyledons and will later prevent them from opening.

Replant and hope for the best.

If it won't pop off there naturally you can just hit the little shell with misting of water. It'll soften it up in a about a half hour and not to mention loosen up the tiny little membrane inside of it.

Also, I wonder if the seed pops like that sometimes because initially it didn't get enough water to break the shell and skin?

Plants are a lot stronger than you think! It should live. My 2 year old pulled out a week old plant, it was out of the soil overnight, when I woke up and noticed what had been done, i replanted it and it survived!
