if he was damming waterways, such as creeks, steams, rivers or washes he would have not been issued permits.

the opinion of the state is that he is catching rain and snow, depriving others of their right charge him for water.

they did not prove he was blocking or diverting waterways, they used semantics to redefine precipitation as a "core water source"

Pray tell, which expenses are necessary? Since you're the authority on what is real austerity, and Ireland had real austerity while California had some other than real austerity.

We cut back on capital spending, and told all Departments except Welfare to make do with less money for pointless crap. We also set up a public accounts department to find places in our Budget to cut back on surgically remove the waste and we have a special public account committee to make sure money stays out of politics.

Sounds like real austerity to me, Irish Govt bonds are one of the lowest yielding bonds on the market now too, cos people know we pay our shit back, even tho they'll be unnecessary to sell soon.

The bold is probably unique to Ireland, the rest is vague. I think we can agree on the necessity of defense cuts in most budgets as well.

We spend about €900mill (about $1.2bill) per year on defense spending out of a 54billion budget...that's about 2%.

And we have the combined forces of all EU nations to defend us too...

Winning.

Tom Paul, deputy director of the Water Resources Department, said Harrington would not have been granted a permit even if he'd applied for one, because the city of Medford has an existing water right to the Big Butte flow.

it should be obvious to all but the dimmest what is needful and what is wasteful.

essential:
snap and wic (food programs for the poor)
reasonable levels of education funding
maintenance of infrastructure
paying on debts
keeping the lights on at the libraries
keeping the park system running

Crap:
more aircraft carriers, stealth bombers and bases on foreign soil
aid to foreign despots
tax breaks for crony businesses
limousines and junkets for politicians
fat govt contracts to build railways that nobody will ever use
"art" subsidies for dudes who shove whips up their asses and take pictures of their goatse'd out anuses

Dams only create ponds until the pond is full. After that ( considering the pond level stays constant ) any water entering the pond is equal to the amount of water exiting the pond ( minus any water being removed from the pond by irrigation techniques ).
