In the vast majority of cases, the applicant already owns a site (often from the MMAR program), or has a site lined up with intent to purchase or lease pending approval.
Well I don't think anyone leasing land is going to wait for a year, not great business practises. yeah sure if it still might be available at time of approval.

HC has only approved one LP in the last 6 weeks, and has not been communicating with anyone recently.
Why do you think that is? seems kinda sketchy doesn't it

The new QA requirements and the recent HC stall tactics have forced some small-scale LP's to drop out altogether, but most are trucking along hoping to hear something from HC soon.
Money down the tube... doesn't seem like this free market idea was their intention from the beginning, does it?
Seems a lot of rules are geared towards making it easier for LP's operating now, what about gearing rules to ensure better quality for patients and consistency of product (aka if it don't pass it needs to be destroyed, not rechecked after irradiation)

Still waiting on a real LP wanna be, with first hand knowledge? what do ya think about the patient under load? don't think that has anything to do with no new LP's coming onboard? do ya think it's a free market or a selective club because of lack of patients?

The applicants who understood "the game" from the beginning are doing fine. Like Devil said, there really is not much capital required initially.
It comes as no surprise to myself how things have evolved to this point. Completely expected. The costs are very minimal to sit patiently in this slow moving process.
If the applicant did not understand how things would plod along and had unreal expectations, I would suspect they are very concerned. It depends on their investor and the pressure that investor is applying. How much capital do they have in reserve to carry the monthly costs incurred?
If done properly, it's not a problem.

This is concern #1 for everyone involved, and no one knows the answer to this. In reality, it is likely due to a combination of the following:

- the approved LP's already have a huge capacity, and most haven't even fully ramped up yet. There aren't that many patients at the moment, and many figure this is playing a role in HC throwing on the brakes

-legal action vs. HC on multiple fronts. The injunction relating to personal medical growers, and there has also been legal push-back from larger labs and QA firms regarding the banning of 3rd party QA's.

-HC expected 100 or so applicants in the first year, and the number is already close to 1000. They are swamped, and were not expecting this many applications. As a result, they are stalling, trying to figure out how they will limit the number of approvals given the 'rules' and framework they have set up for themselves.

- pressure from the big dogs not to approve any more. Some of the mega-LP's have very tight political connections.

Seeing is believing right now IMO. I have held off on accepting any offers with small-scale LP's until there is some clarification or one actually gets approved. There are a lot of things going on behind the scenes that small applicants are not privy too, and it puts them at a real disadvantage.

So I guess when I hear the words "when small LP's come on the market the quality and pricing will be better"
cause at the moment it is not always quality meds and pricing is still too high for most. personally I would rather see all up to snuff applications get approved ..... flood the market and see who ends up in the end. now that's a free market model!

guess this program is going to end up like betamax

Ummmm.......cannabis takes time to grow. For any new company that got approved after April 1st, they will need to start from scratch. That means,

-germinating seeds 1 week
-vegging seedlings 2 weeks
-sexing seedlings 2-3 weeks
-growing female seedlings to clone able size 4 weeks
-cloning 1-2 weeks
-vegging 4-6 weeks
-flowering 7-10 weeks
-harvest and drying 2 weeks
-QA testing 2 weeks
-cure ????

That's over 30 weeks, from when your given the go ahead from HC, to when your ready to supply patients. It's no simple task to populate an entire facility from scratch. Don't expect any new facility approved after April 1 to be ready until Oct/Nov or later. There's no point going public and taking on patients until you have product to offer. I don't expect to be in full production for at least a year, after our approval. That's just being realistic.

I think this is one of the biggest issues, but I think that their solution is these shrinking deadlines for new content.
They are still sending out communications to wannabes asking for more information, but they continue to shrink the deadlines significantly. If you can't meet those deadlines, you can get denied and/or moved to the bottom of "the pile". I haven't heard updated numbers, but I know that some things like the updated QA requirements did cost quite a few people their position in line or their application.

like I said before they don't want more than 100 L.P they only expected 75. they are not letting a lot in and if your pt QA or have any issues you wont get in, if you have $$ and a lobbyist on your side you might make it in. again they do not want this to work, it was made to fail.

I agree with the first part of what you said but not the last part. I believe they do want this to work. I think it was made to get the sales from the BM into a regulated and taxed industry. HC knows the courts will demand some sort of access by patients, so why not make the most of it.

Very good points but I must add that there is currently no legal source for seeds or clones, after April 1, 2014, for an LP to start with. They must either obtain seeds from Health Canada (PPS) or try to get an import license, good luck on that one. The only other legal source is buying clones from an existing current LP. I assume they don't want to sell their genetics.........

I believe your misinformed. With the MMAR program extended you can still buy from designated growers. Import permit wasn't really an issue from speaking with an approved lp in my city.

My company is going on 18 weeks since our application was submitted. Sent them a few updates/corrections 7 weeks ago. No updates since then :/ Paying rent on an empty building is just lovely.... I can only play so much ball hockey inside ;) Best of luck to any other potential lp's!
