washington state's "job growth" is far slower than the rate of new workers minus the retiring workers, which is why their ranks of Not Working Persons is growing, even while their "unemployment rate" remains fairly steady, since "unemployment" only rep[resents those actually getting a check for unemployment.

the government has NO ability to track those who are looking for work but not receiving benefits
the "Unemployment" numbers are ALWAYS either those receiving benefits (the big number) and the much more commonly mentioned "New Claims" number, which has the sole virtue of being lower.
the REAL unemployment numbers are generated by comparing census the population of those under 65 and comparing it to payroll figures, which results in the "labour participation number" which is lower than it has been since 1978.
