And yes, if the reason they're fleeing and asking for asylum is war, then the very instant the war is over, they need to move the camps back into their own country.
The state of their infrastructure is irrelevant, they aren't being taken in because their village/district/city/neighborhood is demolished and that certainly is no reason for their continued presence. The "I don't want to live in a makeshift shelter in my own country" argument doesn't float. If your life isn't in immediate danger from armed combatants, the rest of it can be handled by aid packages and a great deal of rebuilding by these peaceful folk. No reason to fly them here and then have to fly them back. You can keep them relatively close and politely usher them back asap

However, what we don't do is grant permanent residence to all the people who are unhappy with the living conditions of their country. If that were the case, half the world would be here tomorrow.
