I say blame the individual cop not the police department it's not in the Rules of Engagement to shoot unarmed men. So they as individuals were going against they're training. In the military shooting a unarmed person would get you thrown in prison. Why is it not the same for police.

And the police department heads, FOP union reps, District Attorney's offices, judges...

You are correct in that cops are now trained to shoot first and ask questions later, and the above entities are instructed not to hold them accountable for it.

Yeah it seems they do shoot first these days. The text book SOP is to use minimal force required. So they don't even follow there own rules. With all these shootings and terrorism latly probably got them spooked. I was in the military so I know what it was like to be scared and spooked. Not a excuse tho, murder is murder.
