I say blame the individual cop not the police department it's not in the Rules of Engagement to shoot unarmed men. So they as individuals were going against they're training. In the military shooting a unarmed person would get you thrown in prison. Why is it not the same for police.
And the police department heads, FOP union reps, District Attorney's offices, judges...
You are correct in that cops are now trained to shoot first and ask questions later, and the above entities are instructed not to hold them accountable for it.
This is fascism and it must change, because authority without accountability is the definition of tyranny.
