Indeed, the chemical refineries deliberately release their most highly regulated toxic materials during floods like these, because 'emergency'.One of the real tragedies of this storm happened years ago when texas decided that regulation and inspection of chemical plants was best left to plant operators. There is an untold story of pollution and hazmat exposure throughout the region.
A lot of structures will be uninhabitable due to chemical exposure, and groundwater will be toxic for years.
All because it was too much of a burden to regulate an industry that has shown it can't be trusted.
