It is clear that Canada has traded prohibition for Monopoly.
Actually i came to believe Canada never really had a change of strategy since at least Harper days and here's 1 early pre-electoral hint why exactly:
Hilary Geller was already an installed guru at Health Canada when they told the mother of Liam McKnight to make him SMOKE the prescription while his severe medical condition called for (still illegal) extracts - and more specifically CBD as i recall!...
Just a few weeks from the voting day federal Liberals instrumentalized Joy Davies TWICE, 1st to pretend they were progressists, then to trash her like some used presevative because she dared illustrate "science" contradictions by showing that for any negative article or study we could find positive ones, etc. Which was promptly followed by their secret weapon:
The "science" of Trudeau.
Once elected sunny boy quickly nominated Bill G20 Blair as a "point man":
Simultaneously Michael Woods & Gaëtan Dinelle got extradited to serve Life Sentences over non-violent crimes routinely committed by Canada Post, then Hilary was sent to the United Nations as Canada's emissary, in preparation of UNGASS 2016 (!!) - which high-profile UN insiders as Louise Arbour and peers openly criticized while cap'tain Itnoc enjoyed selfies wearing boxer gloves nearby:

M'well... Who in Canada can tell the story of Bony Jean-Pierre, victim of a murder in disguise over 8 oz gathered from multiple pockets no even his own?... Too bad such "riot" (decoy) version was dispatched through late TV news in both official languages across the country instead:
Québec became the target of even more tricky tactics as the year passed, like the August 24th report supposed to echo a previous "consultation" where my province got clearly mis-represented somehow:

Notice the body language of Canada's hero while TrudeauMania still caused a major diversion, gambling on hate-lovers/love-haters boosted by Québec-bashing which never ends, etc. It's called « Divide to Conquer » and even reflected in the Liberal's electoral platform which caused confusion for nearly 2 years about what "incidental" truly meant: e.g. a language barrier trick... Then medical against recreative, etc., etc., until the time got quite right to bring the "Prince of Pot" on his knees.
It's all a deceiving suite of events that was intended to buy time until it's quite too late:
So it's not like their course of action was unclear: Liberals need support from those who voted Harper before and they still do. Meanwhile Thomas Mulcair (who proved a constant concern for popular justice while a provincial minister...) got rejected in favour of NDP's new crown head who's already putting religious belief above Canuck democratic institutions.
