Have you tried using a Lux meter under the cobs to see how much light you are giving the seedlings? Something like this might really be helpful for dialing in the light strength. I use it all the time with my HID to adjust height.They are under a 3VL turned all the way down at 18 inches so about 32 watts. Some are short, some normal and yes a couple are leggy. Its my first time vegging under this light.

These are the lux guidelines that I use with my HID....although I skew to the high side.
- Clones and seedlings: 5,000–7,000 lux
- Vegetative growth: 15,000–50,000 lux
- Flowering: 45,000–65,000 lux
- Maximum recommended amount of light: 75,000 lux
