that guy probably pulled off 1lbs or so total, but that probably wasnt his first time growiing either. ..and yea you probably could do it for around $3,000, but you will be lucky to get half of what he got, bcuz experience definitely plays a huge role in a grow this large.
for example...you mentioned you were only going to use tap water that sits out in an uncovered resivoir so all the chlorine evaporates..but you didnt mention anything about controlling pH of that much water, nor did you mention anything about controlling humidity. do you know how to treat an overwatered plant? how about a burned or stressed plant? you want to do a SoG... but do you know how to clone? you said you'd have a bunch of 650w lights for growing, but do you know what type of light to keep ur clones under?
you're asking questions like "how to keep a mother plant in vegg" so that means you obviously dont know anything about lighting schedules.

you dont know much about growing...so you wont grow much.
remember there is a learning curve with anything new you are doing, that rule definitely applies to growing. you might end up spending $3,000 just getting an operation this big off the ground. by the time you flip it you wont even make back the money you put into it. (assuming you only yeild 1/4lb and sell at 300/oz with rent being 500/mo not including electric, water etc..) so now u gotta come up with another 3000 for the next harvest.
keep in mind outdoor plants can easily yeild a pound per plant if planted in the right location.
i say go for it, but if u get caught dont be mad at me
