Acutally it could take longer. Generally speaking... if you force flowering before the plant has reached maturity, it will not flower until it matures. Assuming they are mature, they should take a fixed amount of time to flower. Incida's are 8-10 weeks and Sativa are like 12-18 weeks I believe. It varies strain to strain obviously...
Your girls look a tad droopy, make sure you get that O2 to the roots, your doing drip in pure hydroton correct? Should be nearly impossible to overwater with that setup. A low does of H2O2 could help possibly... The other cause could be lack of cirulation/heat. Before I added a box fan to my plants they were extremly droopy. I see you only have one small fan pointed up... you may want to give her a little more breeze. Just some ideas if you want to experiment a little. Good luck!

How do you know when it has reached maturity?
I started to flower it at about 6in. It has been a week and a half and I can see the pistills starting to poke out everywhere. If it hasn't reached maturity will it show like that?
I think as long as you keep doing what you doing you should be aight, youre about to enter the most exciting part of the whole gig
(for me anyways) where the plant starts to bloom, if you have pistils showing then just keep it happy and wait for your buds, i would recommend getting a jewlers loupe or what i have a pocket microscope so you can start tracking trichome growth. The color of the trichome is a good indicator of maturity, look for an amber color. when there is a ratio of about 50 clear to 50 amber start flushing with plain water and keep checking until you see mostly amber then close your eyes ask for forgiveness and give them the chop, then thank them for what they are about to give you. AND FOR CRYING OUT LOUD CURE IT RIGHT, you wouldnt eat an unripened banana right?

Thanks bro i appreciate it. Yea she doin aight but a lil behind on growth. I just hit 3 weeks into flowering and I barely see trichs on da leaves...
